A Different Perspective An alternate point of view is provided by Michael J. Scippa of the CRASH Foundation (Citizens for Reliable and Safe Highways). CRASH is a nationwide, nonprofit, grassroots organization of nearly 45,000 people working to make the highways safer for all motorists including truck drivers. Following the signing of new conspicuity regulations in a US DOT ceremony, CRASH released the following statements under the title "Conspicuity Rulemaking --- Bittersweet Victory." -- "ÉThe new ruling requires only trailers manufactured before January 1, 1993, to be retrofitted with red and white reflective tape or reflex reflectors. Motor carriers have two years to comply unless they have already voluntarily fitted trailers with nonconforming reflective materials. Those vehicles will be allowed to operate for up to 10 years before they must also comply with the more effective markings." "The 10 year delay, and the omission of tractors from the ruling concerns us as it undermines the safety value the earlier NHTSA ruling attempts to create in providing uniform big truck conspicuityÉ"
